He used to serve as the chief scientist of the National Institutes of Health (NIH) of the US Department of Health and Human Services, the co-convener of the IT project review team, a member of the Medical Information System Evaluation and Promotion Committee, and presided over the development of image lossless compression technology and many other achievements included in the US National Medical Informatization Standards. He has presided over and participated in more than ten large-scale IT R&D and implementation projects of the US Department of Defense and Department of Health and Human Services, valued more than 50 million US dollars. After returning to China, he presided over many national and provincial science and technology projects such as the National Key R&D Program, the National Science and Technology Support Plan, the National Cloud Computing Project, and the National Internet of Things Industry Development Special Fund.
